Event Report: Seminar on Pilot Transfer Arrangements – A Resounding Success!


On June 11th, 2025, The Nautical Institute Netherlands Branch proudly hosted a dynamic and insightful seminar on Pilot Transfer Arrangements (PTAs) in Hoek van Holland. With 14 attendees on-site and 50 participants joining online from across the globe, the hybrid format created a unique and interactive experience that transcended borders.

The seminar featured four distinguished speakers, each offering a unique viewpoint on the critical subject of pilot transfer safety:

  • Herman Broers (Nederlands Loodswezen BV) opened the session with a compelling presentation on PTAs from the perspective of a pilot boat operator. His insights provided a vital look at operational challenges and safety standards from the waterline, higlighting responsibilities from Naval Archtitects and Pilots in view of the upcoming changes to Solas V regulation 23.
  • Arie Palmers (pilot at Scheldemonden) followed with a discussion on PTAs from a pilot’s point of view. Drawing on personal experience, Arie highlighted both common issues encountered and practical improvements needed for safer transfers. Also the new pilot ladder poster was discussed in detail.
  • Pierre Dominé (Stolt Tankers) offered a shipowner’s viewpoint, reflecting on what PTAs mean from the bridge and how shipping companies can better collaborate to raise safety standards.
  • Finally, Bram Prins (PTR Holland) concluded the speaker lineup with a deep dive into pilot ladder manufacturing and design compliance. His technical explanations were an eye-opener, especially regarding how equipment standards impact real-world safety.

The event was marked by lively interaction, with thought-provoking questions coming from both the audience in Hoek van Holland and online attendees worldwide. This cross-pollination of ideas underlined the shared global commitment to improving pilot transfer safety.

From operational challenges and real-life incidents to design standards and regulatory frameworks, every presentation contributed to a comprehensive, multi-angled understanding of the issue.
